Spotify turns offline when disconnecting from wifi

Device: iPhone 6, iPhone 7, iPhone 7Plus, iPhone XS

Operating System: iOS 12.2 (issue exists for various years on iOS)

My Question or Issue

As long as I can think of, I am unable to use Spotify without Wifi. If Wifi is unavailable, I can only access downloaded songs. Offline-Mode is of course disabled. 

In my iOS app, as soon as I disable wifi, on the very bottom it says "Spotify is offline." (translated from german). If I would toggle offline mode, the message at the bottom changes to "Spotify is currently offline."

Every now and then I tried to find this issue via community and I tried various things:

- soft-resetting the device

- deinstalling the iOS Spotify app

- deleting all downloaded songs

- removing all offline devices in my accout page

- I even migrated to various other iPhones over the years 

To me this seems like a configuration issue caused by my account.

Any idea?

Anyone running into the same issue: please make sure you did not block mobile data  for your spotify app within iOS. I did so years ago, hidden in some iOS settings page, not realizing that this is being migrated to every new iPhone.
