Spotify will not see iPhone 5s / Will not sync local songs

I have tried EVERYTHING in the forums. It got to the point where I REINSTALLED MY OS to figure out what the hell happened. Im at witts end. someone help me. 

 

Here are the things I've tried:

-Reinstalling App and Desktop program (x20 and counting)
-made sure UPnP is enabled on router.

-RESET (back to factory settings) router.

-RESET iPhone (reinstalled iOS)

-Made sure firewall is allowing Spotify through

-RESET firewall

-REINSTALLED OS

 

Yes, I do have premium.

Yes, they are on the same WiFi.

Yes, it is run in admin mode.

Yes, I have enough memory for everything.

No, both apps are not in offline mode.

 

It was working about a week ago, but it just decided not to work.

Hello!

 

Just to make sure (haha), you are logged in on the same account on both devices? Also, you can try a Adhoc network and try syncing with that.

As well as disabling any firewalls, do the same with any antivirus or any other security apps.
