Starred songs will not download!

Hi, the songs I choose for my starred playlist all of the sudden won't download for offline use. It has previously worked and when I tried to turn the playlist off and back on to be available offline, some songs that were once downloaded were not anymore. I have researched and cannot seem to find anyone with the same problem. I have plenty of space available on my phone and have the 2G/3G download option on. Also, when I get on spotify on my laptop, the starred playlist is not up to date and has less than half the songs that are on my phone. Help please!
