Why aren't my playlists not staying in the custom order I put them in?

Why can't my playlist stay in the order I put them in? The only way to get them in order is by tapping on "Playlists" and select directional tool to "custom order". Once I tap the "x" they revert to some irrelevant order. Not sure why the playlists were even messed with. It was simplicity at its best with creating a playlist, holding down and moving into whatever order a user desires. Now it just creates a scrambled order. By the way this is a negative game changer in competing with Apple Music when I use Car Play. I intend my playlists to be at the top. This scramble ordering is put them all over the place, in which I need to go to my phone instead of being hand-free.
