Why i can't play downloaded music while being offline?

Why i can't play downloaded music while being offline? As soon as being online, everyhting is fine, but while being offine, can't play any music. Have tried reinstalling the app.. it doesn't help

Could you try to update to iOS 12.4.1 that is the latest official public version available as of now, iOS 13 will be released on the 19th of September.

If the issue persists try using Sign Out Everywhere and Remove Offline devices options from your Spotify account.
