iphone offline mode not working

I don't know how to use my offline mode on my iphone. I switched all of my playlists to offline. But then when I turn my spotify to offline playback mode, I try to click on a song to play it and it won't let me play any song because it says "this song is not available in offline mode". Which makes no sense because I switched them all to offline already. I want to play my music without using data.

Are you sure all of those songs fully downloaded to offline?

I thought I did but I don't know if I did it correctly. It says that my songs and playlists are downloaded on my computer but then it doesn't show up on my phone that they are available offline.
