local file not showing up on iphone 11

My Question or Issue

I am trying to sync an offline file from my pc to my iphone. ive put the song in  a playlist, downloaded it, and looked at the playlist in my iphone. When i go and look the song is not there. I had a friend check the playlist and he can see the song is in it but for some reason it doesn't show up on mine. ive logged in and out multiple times and even uninstalled and reinstalled the app on my phone.

the name of the playlist is "Playlist for songs not on spotify" if that helps

It showed up in my playlist while i was at work so I guess i just had to wait a while.
