It never synchs. It always pauses. Streaming is very slow, songs stutter, and some times take about 25 to 30 seconds to start streaming. When I'm in a hurry and I need my stuff synched while doing some stuff before leaving the house, I grab the phone on the way out to the "Spotify paused blah blah" message.
I have a collection of 150 songs that I want to synch for offline access, and after four days of continuous use, only 40 songs are available offline.
The app designers are clearly more worried about server load than serving music paying customers in a pleasant way.
