I was trying to sign up for a student account, entered my payment information but when I got to the verification for students it couldn't because I attend a community college and it wasn't on the list. I decided not to get the paid version as I was just not willing to pay $9.99. Today when I was looking at my bank there are 2 charges for $4.99. When i sign back into spotify it still shows me as having the free version.  Who can I talk to to get this situation rectified?

This doesn't sound right. Did you sign up through the correct website for your country? However, sometimes if you click the upgrade button more that once it could make that double charge by mistake. I'd recommend you use the contact form to get a Spotify member to look into this. Please make sure to reply to any automated email you'll receive that directs you back to the help pages, even if it's a no-reply! Support usually gets back within 24-48 hours.
