so i understand you can listen you your music offline when you have premium , which I do , however I cannot listen to my music when i turn my cellular data for Spotify off ... why ??? it says I can only listen to downloaded songs o something like that . and I'm assuming my saved songs are "downloaded" ... ??

Have you marked the music in your "Songs" section as "available offline?" That's a required step.

Hi. Saving music is different from downloading music in Spotify. When you "save" music, you are just marking them like your favorite or it's like putting a mark on them so you know it's the music you want to listen periodically. Downloading is putting music on your phone so you can listen to it later on your phone without cell signal. If you want to listen music "offline", you should've downloaded music first.

A user situation for example.... I've just found this compilation album I never knew it existed and I realized the three first tracks are from an artist I like, so I decided to save them to listen to them in another moment. Two weeks later, when I search for the artist's profile, those "marked" songs will appear so I can listen to those tracks from a compilation album I don't remember the name. Now I'm gonna travel and I think it's a good idea to listen to them on the airplane but I know there won't be cell signal so I download the music before so I can listen to them on the plane using the offline mode.

well i guess my next question is how do you download music on Spotify ? I don't see a download option . only "save" .

At the top of a playlist or your "Songs" Library, you should have a little toggle that says "Available Offline." Click that and it shoudl turn into a green dot.
