My credit card was recently stolen, so I had to close the account and start fresh. Unfortunately my last payment to spotify was not authorized, and although I've updated my account with new card details, access to my playlists via my app have been compromised. I need to get that access back today! Who do I call ... I'm done with all the web help that really is no help at all!

You can only reach them here. There is no customer service number, as of right now :(. You should change your email/password, and post here if someone else is using your account.

You can try Tweeting them at @SpotifyCares as they seem to be active on there. Although I have Tweeted them, and they are not responding to me. Maybe you'll have more luck..
