Hey there,
so here is the thing: I have just a normal pro user account, but I want to release some tracks on Spotify in the following weeks.
My plan was to advertise a bit my profile on my socials to gain some followers and when the tracks are online in Spotify to merge my user account with the new artist one (it's not online yet) to transfer my followers on it.
Is this possible and what steps I need to do for that?

Unfortunately that form will not become active again because it's been replaced by the Spotify for Artists dashboard. Sorry!

There are no steps to it, because the followers will be merged when your artist page will be verified.
Please note that your artist page needs to have 250 followers to be able to get verified.

So this would be the right order:
1. Release Music under my Artist name
2. Gain at least 250 followers on that profile
3. Get verified using this link: https://docs.google.com/forms/d/e/1FAIpQLSd2WssnxN5KWKxncvaqeqFcpzbGIr5r4UqjWfJPRGc2TgJ8Mw/viewform?...
4. Wait some weeks
5. After the verification both followers (user + artist) are merged

Good news!
You no longer need 250 followers to get verified.
Spotify for Artists is available for all artists and their management teams. Once you get access to Spotfify for Artists you will be verified.

Right now there is very high traffic to this newly updated artists site, so you might see an error when loading it. Keep checking back later.

Thanks for letting me know. User profiles and artist pages are no longer being merged so it's not possible to merge the followers. The artist pages are now being verified without linking it to an user profile.

Thank you! Do you know if my user name should show up as my artist name now? I would like it to. And when I make playlists I want it to show made by my artist name. Is this possible?
Maybe there is a seperate log in for my artist account?

No, the name of your user profile is still your normal username, not your artist name. Unfortunately it's currently not possible to publish playlists under your artist name if you didn't get verified before the Spotify for Artist platform had launched.
There are no seperate log in details for the artist page, as everything can be managed through Spotify for Artists and artist pages are no longer being merged with an user profile.

I'm sorry but this is completely pointless!? How is this beneficial in anyway?!
Essentially from now on, any new artist that tries to make a playlist will have to have to make a user profile to make the playlist, then link it to an artist profile, rather than just making the playlist from the artist profile ...
As an artist I want my playlist curator to be myself, the artist, not some random user profile I've made with the sole purpose of making playlists - it looks incredibly unprofessional. Is it really too much to ask to be able to generate a playlist as an artist??
