Ongoing service issue: maximum downloads message vs promise of unlimited if synced

Problem: iphone 7+ gets message that maximum downloads reached, but spotify online info about download limits says "If you're syncing your local files there’s no limit." I do sync my files between iphone and iMAC desktop computer and Macbook Air laptop.
