Many playlists popping up, all the same, all from accounts with only that playlist - all featuring one artist extensively and artists - not even related to the genre, with few playlist entries, to **bleep** their profiles...

I don't quite get the reason of this post. Spotify is a service that allows any user to create their custom playlist with names and song. You can create a playlist named "Jazz" and putting into only rock songs and nobody will stop you to do this, even if this playlist became popular. Ye, it's sad to see a jazz playlist with no jazz music, but is not violating any rules. 😕
