Nope, you should be able to play tracks on demand.
Please note it can take some time for a premium subscription to activate across all devices.
1) Have you checked your Subscriptions page to make sure you are successfully premium?
2) Try logging out/in and reinstalling Spotify.
3) Make sure you're logging in with the right account; it's very easy to have both facebook and Spotify details!

i have the same problem
i reinstalling spotify on pc and phone
i log with username and password (no facebook)
my subscriptions said:
Do you have an active subscription. Your subscription will automatically switch to the premium version of Spotify 02/02/2014 and you will be charged € 9.99 unless you cancel recurring payments.
but i listen in shuffle on phone and with publicity on phone and pc
if there isn't a solution I cancel the subscription

Sorry for not getting back to you on this one, must have slipped under my radar. Unfortunately, I am not familiar with how the Google Play billing system operates with Spotify, so it is probably best to get in touch with the payments team directly using the online contact form and they will be able to assist you further with this.
If you get an automated email reply back directing you to the community or help pages, you need to reply directly to that email (even if its from no-reply) and one of the customer services agents will get back to you as soon as possible.
