Settings - Local files tab not available

Trying to add local files to create a playlist but when I go to settings on either my webpage or desktop app the option for for local files where I can then make sure the local files tab is on is not available. The only option I have is to change my language, no other option is available. 

I have a family plan and all options under settings are available on my ios app

What operating system is your computer running on (Mac/Windows/Linux)?  

The toggle to enable local files should be in settings between audio quality and display. Have you tried restarting your computer or making sure the apps are up to date?
