Shuffle and play frequency

Hi Spotify & community

It appears according to comments on here and twitter, that many people have noticed that Spotify shuffle does not mean randomised playback.

If not random, then what is defining the relative play frequencies of any track. I am presuming this is revenue related for Spotify?

Does Spotify define anywhere how Shuffle works, as I pay to use Spotify, then I very much want to know.
