Does 'offline mode' mean I can listen to music offline without the usage of data or WiFi?

That's exactly what it means. 🙂 Just go to any playlists you want to make available offline, and after they've been downloaded, you can put Spotify into offline mode to be sure it won't use any data.

Does it still keep track of your listening data in offline mode? For instance, will artists I listen to frequently in offline mode appear on my favorite artists when I reconnect?
