Spotify in church (Public vs Private)

Spotify in church (Public vs Private)

I recognise there have been other posts on the legality of streaming spotify in a church setting, which clearly comes under 'commerical use' T&C's. This makes sense particuarly for our Sunday services which are public and open to all.

 

However, our church building is used for a lot of hirings, bookings and private functions, outside of our 'public services'


I would like to get some clarity on effectively where the line is between 'commerical use' and 'private use':

 

Some examples:

- A family hiring out a room for a private birthday and wanting to play their own music

- A regular youth event (exclusive to young people)

- An external client running a health clinic wanting to play background music

 

It's unclear to me when the private use blends into public. Is the burden on person or property?
If an individual wants to listen to their spotify account in a church room by themselves, is that 'personal' because they are the only one listening, or does it fall under 'commercial' because they are listening to it on church property?
