What are the official limits for Saved Tracks and Offline Tracks?

 What are the official limits for the number of 

Saved Tracks (you know, saving an album, saves the tracks to your Library)

Offline Tracks (ones you've downloaded to your device)

I keep hitting my limits, but it doesn't make sense because if I try on another device it's no problem. And then, if I wait, sometimes I'm able to add more. Sometimes removing tracks doesn't even help at all!

What are the official limits?

If there is any variance involving a shared/family plan, please let me know.

This is very frustrating.
