Why does Spotify go out of their way to hide awareness of how kids will use the service?

I totally understand that US law prohibits kids under 13 from being tracked and such, and that translates to Spotify (and many other companies) not being able to accept accounts for kids.  Even under Premium for Family. It's right there in the first section of the Terms & Conditions, and anyone who has thought to get Premium for Family and whose children don't have emails, will have hit this issue.  How do you keep their favorites and playlists separate from yours, if they are using Spotify while logged in to an account associated with your email?

I get it.

What I don't get it why all the secrecy?  On the Help page for Premium for Family, there is no FAQ entry to address this issue; it must be so common.  The characters "13" (age limit) do not appear anywhere.  The advertising says "Everyone can have their own".  Honestly, they are close to the line for a false advertising claim.

But it's not their fault, it's US law?  So why go out of your way to avoid addressing what must be the concern of hundreds of thousands of potential subscribers?  The honest answer is that Spotify is committed to uphold US laws, and while it is openly exploiting the Sharing and Advertising revenues that come from tracking what you like and don't like, it isn't exploiting children.  Great answer. Why not be more transparent about the roadblocks families will hit with Premium for Family, if their kids are under 13?  Or even just say:  This service is not ready for your family, yet.
