change credit card info but can not change country in account

Hi, I need to change the country of an account and did change the credit card info for doing so.   Nevertheless the country does not change (although payment does change to the fare charged in Costa Rica when I try Premium 30 days tryal).    I need to add this account to a family plan but it keeps giving me an error saying countries do not coincide.     I dont see in the forums any other options besides changing the credit card information.  Of course I am using a card from Costa Rica.  I am in USA but the account apears to be in GB.

Most of those problems come from a difference between the country shown by the IP address, and the one in your profile.
 
First, check your IP address here.
After that, compare it to the country shown in your account profile.  If you're using a VPN or Proxy network make sure it's either disabled while doing this or the country is set to match your details.
 
If you opened your account with Facebook, your country is tied to the country shown in your Facebook account, so you may need to change it there. It may be the same with iTunes accounts.
 
Finally, as you've read your payment method (if you used one for Premium) must match your country too, so you may need to delete it to update countries or change for a new card, which you can do here.
 
Change your country setting so it matches what your IP address shows and all should be well but let me know if not.
