yes I have spotify on my cell and on my pc which plays the premium but my cell does not . Why is that and how can I get my cell to play the premium ?? Than k you Isabel.

As long as you have a Premium subscription, and not the discontinued "Spotify Unlimited" subscription, your subscription covers an unlimited amount of devices, and will not need a sperate subscription for your laptop and mobile device. You only need one subscription to use Spotify Premium on all of your devices.
Just to be on the safe side, can you log into your account page, the select Subscription in the menu on the left, and check that your subscription status is "Premium"?
Also, if you're still having trouble accesing Premium on your mobile device, please check to see if you have any other accounts, as it sounds like you might be logged into the wrong account on your mobile device. It's possible to create multiple Spotify accounts, each with their own login details, saved music, and subscription.

So the problem that you are having is a easy one to fix. The PC and or Mac version of Spotify come with "Premium" but for Cell you have to pay for it. You can pay for it Here ! Good Luck!
Just to clarify things here,
The desktop versions of Spotify (including the PC and Mac versions), do not include any sort of Premium subscription.
You have to pay for Premium regardless of which device you would like to use it on. The Premium subscription covers an unlimited amount of devices; however, you can only stream on one device at a time.
Spotify used to offer a cheaper "Spotify Unlimited" subscription which allowed you to access certain Premium features on only the desktop app, but this plan was discontinued a few years ago. You can ensure that you do not have the "Spotify Unlimited" plan by logging into your account page, and selecting Subscription in the menu on the left.
