Yes, selecting a playlist to be available offline will download the tracks inside the Spotify client so that you can listen to them without an internet connection.

once you have a playlist that has been synced offline, can you then rip it to a cd or put it onto an ipod?

Hey! Welcome to the community 🙂
Unfortunately that is not possible. Offline synced playlists are encrypted so they can only be played inside the Spotify client that downloaded them. If you wish to burn tracks to CD, you will need to download them as mp3's from another source as downloading of tracks for use outside of Spotify is not part of the Premium subscription plan.

how do I re sync my device. Also, I have been double charged for two months.
@stevenhb - I would suggest you get in touch with the customer services team directly using the online contact form and they will be able to assist you further with this.
If you get an automated email reply back directing you to the community or help pages, you need to reply directly to that email (even if its from no-reply) and one of the customer services agents will get back to you as soon as possible.

So when I add songs to my already "available offline" playlist it should sync those songs automatically right? - so long as it is open and has a wifi connection? but the most recent songs ive added have not been synced and i definitley dont have 3,300 (and wouldnt it tell me if i did?) So how do i get the new ones to sync? I even tried turning the available offline switch off and back on again and nothing happens! please help 😐
