Android--Order of Playlists and Order or Playlist Songs

This isn't a new idea but you've ignored previous pleas so I will restart this with the small hope that you will finally act.

Android users cannot 1) manually arrange the order of their playlists (the most recently made playlist becomes first instead of the one you want to be first and 2) manually arrange the order of the songs within the playlists (the most recently added song goes to the bottom instead of in the place you want).  WHY NOT?  This seems easy.
