Available offline button missing on public playlists

So i just downloaded the app and subscribed to premium. But playlists like "todays top hits" dont have the available offline button next to shuffle play button. I have poked at a single song settings in such playlist, choosed save and the song got added to "your music" section. There is an available offline button there. Is this normal or am i missing something?

Is available offline option only present in the playlists i have made but not in spotify' or other playlists?

In order to make a playlist available offline you first need to follow it... once you tap the 'Follow' button you'll see the toggle appear to be able to download it for Offline listening.
