Can't Download songs even if Download using cellular is turned on fo Samsung S7 Edge

Help please.

I've recently subscribed to Spotify premium as I want to enjoy the songs even if I'm offline. I started to download songs/playlist but "Go to settings to download using cellular" keeps on showing everytime. I have turned it on and off but did not work. I've even changed the permissions and all but to no avail. I've also uninstall and reinstalled the app but still it would not work.

Is there a work around that I can do to finally get it to work? Appreciate your thoughts on this.
