Can't Listen to songs added from local files on mobile device

I added songs from Local Files on my PC to a playlist, and set it to download.  I can listen to those songs on my PC but they just show up as grey on my phone, which also has the playlist set to download.  Tried restarting, disabling firewall, deleting songs and re-adding, toggling the download button, restarting both devices.

I just want my paid subscription to do what it advertised
