Thanks for getting in touch about this and welcome to the Community.
Based on what you mentioned, you might have accidentally toggled on the Data Saver in your phone's settings (not Spotify's). You should be able to find this option in your phone's settings under Connections > Data usage (note that this can vary between devices).
It's worth mentioning that the playback settings in the mobile app will be greyed out if you're listening on another device, like your PC, for example - you'll need to switch playback back to your phone in order to change them.
If that doesn't do the trick, could you send us a screenshot of what you're seeing on your end? We'll take a closer look. You can attach it to your next response by using the Insert image option in the post editor. Make sure not to send any private info.

Here are some screenshots of my phone settings and my spotify settings. Data saver is turned off, and I'm allowing roaming etc. I was listening on this device. Are there perhaps other settings that are checked for enabling/disabling this radio list? Like I said, I first noticed this issue 2 months ago - around April 18th - so maybe some update was recently released to enforce this change?
I'm running Android v15 on a Google Pixel 7 and my app version is 9.0.54.518
Same issue here with Pixel 10 Pro (Android 16, latest firmware).
My workaround is to disable automatic Data Saver detection in Spotify's settings: Data-Saving and offline > OFF.
It appears that Spotify's Data Saver Automatic mode has a defect since a while.

If you've already made sure that Data Saver is off in your device's settings, can you check if that's also the case in Spotify's ones as @DavidFlint mentioned? You can do that in the app by going to Settings -> Data-saving and offline -> Data saver mode -> Always off. If you're connected to an external device when this is happening, try disconnecting from it temporarily to see if that helps as well.
