My Question or Issue
The shuffle button in the now playing screen is supposed to cycle between not shuffled, shuffle, and smart shuffle. However, this button is not responsive. I can click it twice and it only acts as if I click it once.
The best way to describe this is that it *appears* as if the way you've implemented this is that when cycling to smart shuffle, it sends a network request to the server asking for a 'smart' queue. Then, upon receiving that queue (of course it's ~1s later! This is not OK response time for user-interactive buttons: https://web.dev/articles/rail), it overwrites the current state (at this point it's back to whatever I moved it to, likely 'not shuffled') with the received state (smart shuffle with the new queue) which feels absolutely terrible to use.
This is a major UX bug. Buttons should act like buttons.
I am even screncapping a recording just for you to see how badly this is implemented:
Note that in this video you can see *repeatedly* that I open the now playing tab, it says "not shuffled" then a second later it says "shuffled".
This is terrible.
Then, several times, I click the button twice, and it moves backward by one.
It appears that my simplistic explanation does not cover all the ways in which this is broken, because just my little demo shows *several* issues.
Plus, lagging for 3 seconds before playing a song I selected (this happens *every time*). That's pretty unacceptable delay.

In order to get a better understanding of the situation, could you let us know if Shuffle changes between its different functions on its own even if you don't press it? Does it also disable itself even if you don't click on the button?
It'd be great if you could ask a friend or a relative to log into their account on the devices you're using to test if the same thing would happen with their account as well.
Also, let us know if you've tried any troubleshooting steps so far and if any of them made any difference.
When it comes to the video, we were unfortunately unable to play it from our end, but you can attach it to your next response via the Insert Video option in the post editor and if the attachment is too big - we'd suggest that you upload it to Google Drive and share the link with us (make sure the video has the permissions for anyone to see it) or upload it as unlisted YouTube video.
