(Developer) playlist maker, and Radio access

I'm intersted in developing an app that create a playlist or a songlist based on user prefernces.

i do not want the playlist to be saved in the user's account nor he will be following it.

is there any way to achive it?

I thought about maybe using the que property or just developing a cue manually in my app the will stream the songs one after the other.

also, as a developer, do i have some access to Spotify Radio function?
