Having trouble downloading songs on mobile app

My Question or Issue

I'm attemping to download an album which is saved on my library, but everytime i flip the download switch it tells me to "Go to settings to download through cellular", even though i'm on Wi-Fi. After a while, it tells me i'm offline even though other apps can access the internet. How can i solve this issue and download the album? I want to listen to it offline.
