Listening spotify offline on Android phone

I cannot listen spotify when I am offline on my phone. 

How can I still listen spotify while being offline on my android phone?

Have all your playlists successfully synced when you go to listen to them offline?

They should appear with a little green arrow next to them if they've fully downloaded.
