I performed the following steps to download my local files off my desktop onto my Samsung Galaxy S4:
1. Added the source folder of all my local files in the desktop Spotify app.
2. Added some of those local files into a playlist.
3. Clicked "Available Offline" on the playlist on my desktop.
3. Browsed to the same playlist on my Android phone.
4. Tapped "Available Offline" on the playlist.
5. Only songs that are available in Spotify downloaded offline.
I cannot play the local files on my android phone, even online. The songs are greyed out and are not able to be played. Please see screenshot for more information.

4. UPnP & DHCP are enabled on your router
I know DHCP is enabled (see screenshot), I currently don't know how to check for UPnP on my router though.
Also, is there a way for me to connect my phone to my desktop and sync that way?
I tried reinstalling both the desktop and mobile apps, and it unfortunately didn't do the trick. My internet service provider got back to me and said that for sure UPnP is enabled on my router. I have a test playlist where I have only 1 local file in it, and I try syncing it to my mobile device following these instructions on Spotify website. It gets stuck at "Waiting to Download.", and doesn't ever actually download my 1 local file. (See attachment) I know my laptop recognizes my phone, as I can see my phone under the "Devices Available" menu. (Also see attachment.)
Note: I have a desktop plugged directly via ethernet into my router, a laptop and a mobile phone. My laptop is connected to the wifi and so is my android phone.
