Sounds like you're trying to sync the local files in your playlist across your devices. Just to confirm, are you able to play the files from the Local files folder in Your Library? If it's empty or the files appear greyed out in your playlists, make sure you've also allowed Spotify to access your Files and media. You can do this in your Android settings > Apps > Spotify > Permissions.

In case you've already allowed this permission, I'd recommend reuploading the files on your phone's storage by following the steps in this article.
