I am having the same issue, only with the Windows 10 app though (the app that you download from your browser, not the Microsoft store app). It affects everything, from playlists to albums.
This issue started happening since the last Windows 10 Spotify app update. Also a video of the issue.
The only workaround I have found is to play a song, turn of shuffle, skip to the next song, which will be a random one, then turn on shuffle again and for some reason it will then proceed to not shuffle anymore, so it will start playing the songs after that random song in order. Restarting the app and restarting my PC has not fixed the issue. Let me know if you need more info!

Interesting. I'm unable to reproduce this behavior on my end. Could you share the version of Spotify you're running? Does a clean reinstall of the app have an effect on this?
It's also possible that you had some leftover tracks that were manually added to the queue from a previous listening session. You can remove them with the Clear queue button.

I did a clean reinstall and this fixed it. I don't know which version I was running exactly, but I do know that the queue was empty, I checked this. Thank you for the help though, no other issues since I reïnstalled completely!
