I was having this same issue. I had "use cellular data" setting turned on in the app but it wouldn't connect. I had to also go into my iPhone settings and then go to apps > Spotify > turned on "Cellullar Data" there two. Now works. In short, having "Use Cellular Data" turned on in app settings won't work unless it's also turned on in the device settings for the app. Hope that works for anyone having issues.
