Unable to browse with full internet connection

My Question or Issue

 I have a full internet connection on my phone but every time I go to browse I get the same message come up. I've tried logging out and logging back in, I've disconnected from Facebook, I've turned the phone off and on again and I have uninstalled and reinstalled spotify but the problem keeps on. I never had this issue when I was using free, it's only been happening since I've been paying for the service. Can't lie, it's driving me nuts! Can anyone help?

you can only have 5 people on the account at a time or sometimes that happens. if this keeps hapining than ill try to help agian.

My family slots aren't all taken up and I'm trying to use it when the other
family members are at work or school so they aren't using theirs at the
same time as me (No idea if that matters!)

it dose if no one else is using it than i could be your phone becous i have the lg phenox 3 and it dosent work unless im on a sertin side of the town
