Spotify is in the process of testing and releasing this feature for the Android application, and a few users who use the Android application will see the ability to rearrange their playlists, with more users getting access to the feature as it rolls out more widely.

Yes  I saw this article saying that Spotify is FINALLY going to make the Android app = to the iPhone app  & that we will be able to rearrange the playlists! 👍
