How can I remove ALL downloads, on ALL devices?

When I go to settings>storage>remove downloads, it only removes those on the device I am using, not others. What happened is that Spotify still recognizes my broken phone, which got factory reset, so now I am unable to download anything on my new phone. I've researched about this and I can't seem to find what the tutorials on YouTube show on the website or app.

Just got a new phone and am having the same issue. Tried signing out on all devices but this does not clear the downloads from my old phone which is no longer in my possession. Spotify only allows a certain amount of downloads total across all devices and it won't allow me to download anything on my new device until I've deleted everything from another device but I no longer have that other device so... Surely there's a way for Spotify to clear all downloads from all devices?

I have sold the old devices and want to clean up my device list, but cannot find it! 
Please help!

I had to contact customer support and have them do it. There’s no way to do it on your own.
