do you need to be an artist to get playlist followers because i only see the like button

You don't need to be an artist account to get followers. Anyone can follow your playlists if they are set to Public status. I've attached a couple screenshots from the desktop player and desktop app. Just right click the setlist or use the radial button and check to see if it's "Make Secret" or "Make Public."
