Help me find this artist/track!

I've been looking for a track by an artist for a good while now. Please help!

I believe the artist's first name is Mike, but I can't remember his second name. He's an electronic artist I think - the track I'm trying to find is definitely some type of strange sounding electronic track.

The album's cover this track features on is quite dark in colour; it looks like there are silhouettes running toward you, and the background is like a night-time scene in an alleyway.

The track itself has a prominent bassline throughout, which is quite high in key, and has sparkly/twinkly sounds which form the melody. The drum beat is quite scattered. Every so often throughout this track, there's a sound in the background which I can only describe as a DJ scratch sound. In the middle of the track, the beat stops and the melody changes, which plays for a bit without the beat before the beat starts again.

I literally have the track playing in my head - I just can't thoroughly remember who made it and I can't remember what it's called! I tried describing as well as I can.
