I have a friend who works for a commercial radio station and he wants to record songs off Spotify to play on his station using a recording software like Audition or Audacity. He thinks it's legal, and I'm pretty sure it isn't. Can someone shed some light on this situation?

According to the End User License Agreement,

We grant you a limited, non-exclusive, revocable licence to make use of the Spotify Service, and a limited, non-exclusive, revocable licence to make personal, non-commercial, entertainment use of the Content (the “Licence”)

So I'd say since he would be going outside of the personal use, probably illegal. But I'm no expert.
