Musical Plagiarism

I am a very avid '80s-'90s J-pop, and J-pop in general curator. I have found many instances where modern artists will take music from these older artists, put their own beat and things on the original track, and produce it as their own music. Vocals and everything else intact. There is no citation of credit or anything like that. What can be done against these "artists" who are stealing music?

Artists that violate copyrights can be brought to court, or it can be settled outside of court.
