I will be very grateful to the spotify team, who are intensely committed to their work, if they add this beautiful song to spotify, as it deserves to be raised to the next level because it's so underrated.

It's up to the artists / rightsholders on making music available on Spotify, meaning the service cannot upload any song without permission from the people who have the rights over the song. This one seems to be a cover, which usually means that even if the cover artist would like to get it on Spotify, they'd need permission from the song's original owners. So basically, lots of paperwork surrounding copyright.
