Selling Playlist Spots

I’ve noticed on multiple large playlists with clear themes attached to them that there will be a myriad of random one off songs that don’t fit the theme of the playlist at all. If you check the description of these playlists it only shows an email, which leads me to believe small creators pay big playlist owners to put their songs in these playlists to boost their reach. It’s like playing the music equivalent of Russian roulette; will I get a song I want to hear or have to listen to a 19 yr olds rap single. Is this against ToS?
