Content on platforms like Spotify depend on various factors like licensing deals. The copyright owner can also decide to take their content down and restricti it in certain regions. In such cases there's not much Spotify can do.

Once the licensing deals are in place or the content creator decides to make it available, you should be able to find it in-app. For more info, check out Missing Content.
