Why does Spotify hide unplayable songs when I have that feature turned off?

Spotify has the option to hide unplayable songs. I have that turned off. That way, I should be able to see an artists entire discography. Or at least an albums full track listings. But on Bob Dylan’s Bootleg Series volume 16, Too Late (acoustic version) is not listed. Why is this song not listed on the album and greyed out? Why does Spotify act like the song does not exist?

P.S. There seems to also be an unreleased second version of the song but it does indeed seem to not be on Spotify.
If you can get your hands on an audio file of the song though, you can add it as a Local File instead!
