My Question or Issue

There are some public playlists that don't seem to updating on my desktop but I can see the newest songs on the playlists on my android phone app.
I've tried deleting and reinstalling Spotify and I've gone offline too. I've also tried amending the host file as suggested by one user but this doesn't seem to work. It might be something simple I'm not doing right.

Are the songs local files or regular Spotify songs?

I can only see 3 songs from a desktop (windows, online version) and laptop ( mac, app + online) but can see about 15 songs on my mobile app (android).

I can only see 3 songs also.
I guess this is because the other ones you're able to see in your mobile are local files from that device.
If you save them using the other devices you'll be able to see all 15 songs in those as well.

I don't quite understand the idea of 'local files' other than mp3s that are saved onto my phone? I rarely use my phone to play music and don't have any files like that saved.

That's pretty much it - mp3 files in your mobile. I don't see any other reason why those 12 songs won't show up in the other devices.
Feel fre to attach a print screen from this playlist in your mobile so that I can take a look at it!

I can see the songs on the phone app via the preview link but the songs have all now changed (apart from the first 3). Maybe it's something else other than a fixed playlist.
