Spotify jitter / stutter playback

A couple of days ago Spotify playback started to jitter / stutter every couple of seconds with the error on the blue bar "This song cannot be played". I haven't changed anything on my machine. It works just fine on my mobile (Android).

I reinstalled the Spotify (after completely removing it - including all caches and temporary folders) and it worked for a couple of songs and then started again.

It looks like for some reasons it connects to some slow server and can't buffer fast enough to offer continuous playback (yes, I have high quality playback enabled and no - I won't switch to lower quality because I'm payin subscription to enjoin normal [high] quality!).

Just now I enabled offline mode fofor one playlist and Spotify is downloading it at the blazing fast rate of (at the most) 40KB/s (this is roughly 0,3Mbit/s - like a GPRS or some such). I have 10Mbit/s DSL and it works just fine for everything (mobile is connected to the same router).

Any ideas how to fix it? Because virtually spotify is now completely useles... and it's paid useles 😕
